Dan Stubbs

Dan Stubbs is the Victorian Disability Worker Commissioner and is the head of the Commission. He was appointed in October 2019 by the Governor-in-Council.

As the Commissioner, Dan is responsible for regulating the conduct of all Victorian disability workers. He responds to complaints about all disability workers and has the power to ban unregistered workers from the sector for breaching the Code of Conduct or contravening notification requirements. Dan also leads the Victorian Disability Worker Commission in all of its regulatory activities, including promotion of a greater understanding of safe and quality disability work, as well as working with the sector and government on the challenge of attracting high-quality staff to the disability sector. Most recently he has given extensive evidence to the Disability Royal Commission to promote a safe, high-quality disability workforce nationally.

Dan has a disability; he has a sight impairment. Dan’s lived experience of disability and his experience living and working alongside people with disability means he has an understanding of the reliance people have on disability workers and the fundamental need to ensure services are safe and of the highest quality.

Dan is passionate about the rights and entitlements of people with disability and has a history of advocating for their rights. Previously he has worked in the community legal sector as a lawyer and CEO. Here he led innovation and law reform advocacy, advancing the rights of vulnerable people including people experiencing homelessness, people with disability, people escaping family violence and those from Culturally and Linguistically Diverse backgrounds.

Dan has also worked extensively in developing countries, leading research and programs on disability and assisting the development of international and national advocacy bodies for people with disability. Dan also has a long history of leadership in various systemic advocacy organisations of people with disability.

Dan as the Commissioner with Disability Worker Registration Board of Victoria provide independent oversight and safeguards to ensure Victorians can seek advice and make complaints about disability workers who don’t meet necessary standards or mistreat vulnerable people.

Dan Stubbs has a Bachelor of Laws (hons) and a Bachelor of Commerce (Hons), and Graduate Diplomas in Development Economics and Legal Practice.
