Choice and control are at the heart of the NDIS, reflecting a belief in consumer-led reform supported by market forces.  People with disabilities have welcomed this in a context where services have traditionally been underfunded with little flexibility. The existing one-size-fits-all approach was built more around the needs of organisations and the system than people with disability.
